- ➤ Escondido City Council approved amendments to its three‑year short‑term rental pilot program that limit hosts to property owners; the program launching July 1 will require business licenses, permits, tax registrations and safety inspections. The changes also allow administrative fines and an appeal process and will be read again on June 25 before becoming effective 30 days later—tightening rules for future rentals. The Coast News
- ➤ Escondido city officials are applying for a regional grant from the San Diego Association of Governments’ Smart Growth Incentive Program to create a housing trust fund and an in-lieu fee program for affordable housing along the East Valley corridor near the Escondido Transit Center — the City Council unanimously approved this move and will work with a consultant to develop a fee structure that exempts developers meeting density targets. If approved by SANDAG this fall, the program is expected to be fully developed next year while staff also seek funding for the Grand Avenue Vision Plan. The Coast News
