- ➤ Escondido City Council approved a lease with The VINE Institute to transform a vacant building on Quince Street into a regional ag‑tech hub that will support local farmers, entrepreneurs, and high school students with new agriculture programs. The project will invest about $1.3 million in renovations—along with $500,000 in startup funding—and the lease includes options extending up to 15 years. The Coast News
