Good morning, Escondido. Here's your local news at a glance for Wednesday, the 27th of August.

CRIME NEWS

  • On Tuesday, a judge vacated the decades-old conviction of Chuong Dong—a San Diego man detained during his annual ICE check-in—allowing him to petition the federal government to reopen his immigration case while he remains at Otay Mesa Detention Center without receiving needed COPD medication.  NBC San Diego
  • Border Patrol agents in San Diego County said that over the last four months, drug cartels have hidden cocaine, meth, and fentanyl inside fake car batteries—this new trick is one of several clever smuggling techniques as officers focus more on stopping drugs.  CBS8

GOVERNMENT NEWS

  • Escondido approved a $56 million energy infrastructure overhaul called the Citywide Energy Roadmap that will upgrade aging systems at city facilities over the next three years — aiming to save over $83 million in the long run. The project will install new HVAC, LED lighting and solar panels, and it is funded through a mix of a financing agreement and local funds.  The Coast News
  • City officials say conditions around Interfaith Community Services' headquarters have improved after new permit requirements added tougher measures – including hourly perimeter checks and revised lunch distribution that limit loitering and littering. The nonprofit has increased staff and tracking measures to better serve Escondido's homeless population.  The Coast News
  • On Tuesday, the San Diego County Board of Supervisors voted 3-2 to change reserve policies that allow the county to use about $380 million from its flexible funds to offset federal cuts, and the proposal now needs a second reading (a change that sets new limits for using these funds during tough economic times).  NBC San Diego
